Surrey Mayor Brenda Locke met with members of the Vietnam Canada Business Association at Sun Flower Vietnamese Restaurant on September 28, 2026, to hear their experiences, aspirations and interest in strengthening their relationship with the City of Surrey.

Filipino Canadian council candidate Noemi Victorino accompanied Mayor Locke during the gathering, which provided an opportunity for business owners and community representatives to discuss their role in Surrey’s economic future.

Victorino brings 25 years of federal public service experience with the Canada Border Services Agency, where she worked in enforcement, project management and administration before transitioning into nonprofit leadership. She currently serves as Executive Director of Harvest for Hope, an organization that provides food assistance to individuals and families who need a helping hand.

Representing the Vietnam Canada Business Association were President Ken Chau, who also owns 88 Supermarket; Vice President Eric Lam; and fellow officers Ian Pham, Hieu Nguyen and Tuan Hoang. Also attending was Khaleel Qureshi, Chief Operating Officer of 88 Supermarket.

Mayor Locke welcomed the Vietnamese business community and spoke about Surrey’s growing role as a major economic and transportation hub. The discussion highlighted the city’s strategic location and the opportunities that continued growth can create for businesses, employers and residents.

The gathering gave association representatives an opportunity to share their perspectives and discuss their interest in building stronger connections with the city. It also highlighted the contributions of businesses rooted in Surrey’s diverse cultural communities.

Local businesses play an important role in neighbourhood life, providing goods and services, creating employment and connecting residents. Maintaining communication with municipal leaders gives business owners a forum to express their aspirations and contribute to discussions about the city’s development.

The participation of the Vietnam Canada Business Association brought the Vietnamese business community’s voice into that conversation. With representatives from both the association and 88 Supermarket present, the meeting connected city leadership with people involved in serving the community through business.

As Surrey continues to grow, opportunities for dialogue can help strengthen relationships between the city and its diverse communities. The September 28 gathering provided a setting for exchanging perspectives and discussing a shared interest in Surrey’s economic future.
