Surrey, B.C. – The City of Surrey has approved 10,508 new units in the first two years of its Housing Action Plan. In a Monday report to Council, staff said the City has now achieved more than 80% of its three-year target under the federal Housing Accelerator Fund.
“Every new home we approve brings Surrey residents closer to the housing they need,” said Mayor Brenda Locke. “I would like to thank the federal government and the Canada Mortgage and Housing Corporation for their continued support on delivering more diverse housing options in our city. As we enter the final year of the Housing Accelerator Fund, we are committed to delivering on all initiatives to ensure Surrey remains a place where people can live, work, and build.”
“Our Government is committed to giving local governments the support they need to drive housing supply and bring down housing cost,” said the Honourable Randeep Sarai, Secretary of State, International Development and Member of Parliament for Surrey Centre. “I congratulate the City of Surrey for this outstanding achievement. It demonstrates how the Housing Accelerator Fund is helping municipalities across Canada improve housing options for their residents and will have a positive impact in our community.”
Staff also reported that in 2025, the City added 4,280 housing units and cut permitting timelines by 75% through more than 20 process improvements.
Launched in 2023 with $100.7 million in federal funding, Surrey’s Housing Action Plan sets out initiatives to increase housing supply, streamline approvals, and create new opportunities for affordable housing in the community.
Other highlights include:
- Seven out of nine initiatives are on schedule or completed.
- In 2025, the City invested $35.1 million in housing initiatives and infrastructure, fully funded by grants.
- The City purchased land totalling $18 million for future affordable housing opportunities.
In the final year of the Housing Accelerator Fund, the City will focus on completing key projects such as the Official Community Plan update and the introduction of Amenity Cost Charges and bonus density. Staff will also expand online permitting to include digital plan review, adding more permit types to the permitting portal, and simplifying the review process for quicker turnaround times.
