Respected and admired within the Filipino community and beyond, Victorino and Cabal are widely regarded as power women whose experience, integrity, and dedication position them as influential voices at City Hall. Noemi Victorino: A Community Driven Leader Focused on Inclusive Representation under Surrey Connect

Noemi Victorino is running for Surrey City Council under Surrey Connect, offering a strong, compassionate voice grounded in advocacy, inclusivity, and transparent governance. Widely respected for her dedication to public service, Victorino has consistently worked to uplift voices that are too often underrepresented in civic spaces, including newcomers, working families, youth, and seniors.

Victorino has been endorsed by and will join the slate of incumbent Surrey Mayor Brenda Locke.

“I know that Noemi will do a great job,” Locke said in a media interview with Patrol Abroad in December last year.

For her part, Victorino said that she was encouraged by Locke to run for council and she agreed because of the mayor’s closeness to and strong support for the Filipino community, among many other reasons.

“I’ve seen firsthand her affinity to Filipino Canadians, especially in Surrey,” Victorino said about Locke, who is seeking another term as Surrey mayor.

Lita Cabal: Conservative Electors Association Candidate and Community Advocate


Lita Cabal is running for Surrey City Council under the Conservative Party of Surrey, bringing with her a proven record of principled leadership, strong community engagement, and a results oriented approach to public service. Known for her hands on leadership style and her ability to connect across cultures and generations, Cabal has long been a trusted advocate for families, seniors, entrepreneurs, and grassroots organizations.
