City of Surrey rolls out updated Extreme Heat Response Plan to keep residents safe this summer

Surrey, B.C. – The City of Surrey is taking proactive steps to protect residents during the upcoming summer season by releasing its updated Extreme Heat Response Guidelines and confirming designated extreme heat and smoke relief locations across the city. 

“With the increasing frequency and severity of extreme weather events from climate change and wildfires, the City has updated our Extreme Heat Response plan,” said Mayor Brenda Locke. “The 2025 plan includes a two-tier alert system for heat warnings and 19 confirmed heat and smoke relief locations at Surrey recreation and community centres and libraries. Our updated plan aims to help everyone in Surrey—especially vulnerable residents like seniors and those experiencing homelessness—has access to safe, cool spaces and timely information to stay healthy this summer.”

Key elements of the updated response plan include:

  • Two-tier alert system: The City’s response aligns with the provincial alert structure, which includes a heat warning and an extreme heat emergency level. Each level triggers specific actions to support public health and safety.
  • Ongoing heat relief communications: During heat events, the City will use social media, posters, brochures, and signage to inform residents of available resources and safety tips. Seniors will receive targeted messaging through the 55+ e-newsletter and the Emergency Preparedness Guide for Older Adults.
  • Relief locations: Ten recreation and community centres and nine libraries have been confirmed as extreme heat and smoke relief locations. These facilities offer air-conditioned spaces, seating, water bottle fillers, accessible washrooms, and Wi-Fi. Leashed or crated pets are welcome at recreation centres during extreme weather emergencies.
  • Emergency alerts: Residents are encouraged to download the Surrey Fire Services Alertable app to receive real-time emergency notifications.

“Seniors and older adults who live alone are the most vulnerable in extreme heat events,” said Fire Chief Larry Thomas. “It is important for family and friends to check in on loved ones to ensure they are hydrating and staying cool.”
